Emerging Issues in Public Safety: Mass Casualty Response, Active Shooter and School Safety

MCSA was awarded a Department of Justice, Office of Community Oriented Policing (COPs) grant to sponsor a day long conference on Emerging Issues in Public Safety. In particular, the conference focused on Active Shooter Incidents, Mass Casualty Response and School Safety.  The conference started with a memorial for the Victims of the Marjory Stoneman Douglas High School mass shooting a year to the date of the incident.  

COPs Director Phil Keith started the conference by describing the activities and planned agenda for the Office’s National School Safety Initiative.  A workgroup, include MCSA Treasurer Sheriff Robert Gaultieri, has been assembled to develop recommendations to enhance school safety and security nationwide.  

The second portion of the conference was a presentation on social media platforms and access to information by law enforcement.  Mike Sena Director of the Northern California Regional Intelligence Center, and Alberto Martinez from the Orange County Intelligence Assessment Center, discussed the restrictions on threat data for use by the National Fusion Centers and law enforcement.

The final, and majority portion of the conference, was a presentation on the Marjory Stoneman Douglas Commission’s findings and recommendations.  Sheriff Gualtieri presented the membership with a step-by-step presentation of the actions of the killer, the respondent officers, the infrastructure impediments and the actions of the school district officials both during and after the shooting event.
